PlatformManifest publishes the public graph instance for the ecosystem using shared RepoGraph semantics.

• which public-safe projection is published

It does not answer

• execution contract semantics
• runtime invocation semantics
• orchestration implementation
• canonical ontology/topology/projection semantics
